Read the current service catalog for supported inputs, availability, and usage limits. A capability’s marketing page is not an operational health signal.

Use the private operation credential to distinguish work that has not started, is running, is processing, or has completed. Treat failed and expired states explicitly.

If a request times out, check its existing operation identifier first. Do not assume failure means no call was placed or message was sent.
